§ 16.1.6. Effect of protect to proposed amendment

In case a protest against a proposed amendment, supplement or change be presented to the city council at or before the scheduled meeting for consideration of the amendment, duly signed by the owners of at least 20 percent of the area of land included in the proposed change; or the owners of at least 20 percent of the area of land included within an area extending outward 100 feet from any point on the boundary of the land included in the proposed change excluding public right-of-way, or publicly owned land, such amendment shall not be passed, except by the three-quarters vote of the city council.
